Reglement

1. Verleihung des Günther-Obwegs-Preises

1.1 Der Südtiroler Schützenbund verleiht in regelmäßigen Abständen, erstmals im Jahr 2015, den Günther-Obwegs-Preis als Anerkennung für wissenschaftliche Arbeiten, die sich mit Fragen zur Zukunft Südtirols auseinandersetzen.

1.2 Der Günther-Obwegs-Preis wird im Rahmen der Bundesversammlung des Südtiroler Schützenbundes vom Landeskommandanten verliehen. Über die Verleihung entscheidet die Bundesleitung aufgrund der Empfehlung der Jury. Abweichungen von der Empfehlung der Jury müssen von der Bundesleitung begründet werden. Die Entscheidung der Bundesleitung über die Preisverleihung ist endgültig. Der Rechtsweg ist ausgeschlossen.

2. Bestimmungen für die Verleihung

2.1 Mit dem Günther-Obwegs-Preis können wissenschaftliche Arbeiten ausgezeichnet werden, die sich mit Fragen zur Zukunft Südtirols auseinandersetzen. Insbesondere wäre es dem Südtiroler Schützenbund ein Anliegen, wenn die Auswirkungen einer Loslösung Südtirols von Italien behandelt würden, wobei hierfür vom Südtiroler Schützenbund eine Broschüre mit möglichen Fragestellungen zur Verfügung gestellt wird. Es sind aber auch Arbeiten zu anderen Themen willkommen.

2.2 Es können sowohl Einzel- als auch Gemeinschaftsarbeiten eingereicht werden. Im Falle von Gemeinschaftsarbeiten wird der Günther-Obwegs-Preis an den hauptverantwortlichen Autor vergeben.

3. Ausstattung des Günther-Obwegs-Preises

3.1 Der Günther-Obwegs-Preis besteht aus einer Urkunde und einem Geldpreis in Höhe von bis zu EUR 5.000,00. Über die endgültige Höhe des Preisgeldes entscheidet die Bundesleitung nach Anhörung der Jury.

3.2 Der Günther-Obwegs-Preis kann in Ausnahmefällen auf mehrere für preiswürdig befundene Arbeiten aufgeteilt werden.

4. Teilnahmevoraussetzungen

4.1 Alle wissenschaftlichen Arbeiten, die bis zum 31. Januar eines jeden Jahres in der Bundeskanzlei des Südtiroler Schützenbundes, Innsbrucker Straße 29, 39100 Bozen, zu Händen des Landeskommandanten des Südtiroler Schützenbundes einlangen, können für den Günther-Obwegs-Preis des selben Jahres nominiert werden. Es sind beizulegen:

(a) ein ausgedrucktes Exemplar der Arbeit;

(b) ein elektronisches Exemplar (im PDF-Format) der Arbeit (dieses ist per Email an die Adresse info@schuetzen.com zu übermitteln);

(c) der Lebenslauf des Autors (bei Gemeinschaftsarbeiten: Lebensläufe sämtlicher Autoren sowie Hinweis auf den hauptverantwortlichen Autor);

(d) ein von allen Autoren unterzeichnetes Datenschutzformular (hier erhältlich: Günther-Obwegs-Preis).

4.2 Die wissenschaftlichen Arbeiten müssen in deutscher, italienischer oder englischer Sprache verfasst sein.

4.3 Eine einmal eingereichte Arbeit kann nicht ein weiteres Mal vorgelegt werden.

5. Jury

5.1 Die Jury besteht aus Persönlichkeiten des akademischen und des öffentlichen Lebens, die von der Bundesleitung des Südtiroler Schützenbundes ernannt werden, wobei ein Platz in der Jury für ein Mitglied der Familie Obwegs reserviert ist. Das Gremium besteht mindestens aus fünf Jury-Mitgliedern, eine Höchstanzahl ist nicht vorgesehen. Vorsitzender der Jury ist ex officio der jeweilige Landeskommandant des Südtiroler Schützenbundes.

5.2 Die Sitzungen der Jury werden vom Vorsitzenden einberufen.

5.3 Die Mitglieder der Jury sind an Weisungen nicht gebunden und in ihrer Entscheidung frei.

5.3 Die Beratungen der Jury werden von deren Vorsitzendem oder von einer von diesem beauftragten Person moderiert. Die Jurysitzungen sind nicht öffentlich. Gäste können mit Zustimmung des Vorsitzenden der Jury an den Sitzungen teilnehmen. Alle an den Sitzungen teilnehmenden Personen sind verpflichtet, über Abläufe und Inhalte der Sitzungen Stillschweigen zu bewahren.

5.4 Die Jury ist beschlussfähig, wenn mindestens drei Mitglieder und der Vorsitzende an der beschlussfassenden Sitzung teilnehmen. Jedes Mitglied hat eine Stimme. Jurymitglieder, die an der Sitzungsteilnahme verhindert sind, haben das Recht, dem Vorsitzenden gegenüber vor der Sitzung ein schriftliches Votum abzugeben. Die Jury entscheidet mit einfacher Mehrheit. Bei Stimmengleichheit entscheidet der Vorsitzende. Die Jury ist nicht verpflichtet, eine Empfehlung an die Bundesleitung abzugeben. Die Empfehlung der Jury ist schriftlich zu begründen.

5.5 Die Arbeit der Jurymitglieder erfolgt ehrenamtlich. Reise- und Übernachtungskosten werden erstattet.

5.6 Jurymitglieder können ausschließlich von der Bundesleitung des Südtiroler Schützenbundes ernannt und entlassen werden.

6. Externe Gutachter

Die Bundesleitung des Südtiroler Schützenbundes kann zudem externe Gutachter namhaft machen, die nicht Teil der Jury sind und Gutachten zu einzelnen, ihnen vorgelegten Arbeiten abgeben können. Diese Gutachten sind für die Jury nicht bindend. Die externen Gutachter sind in ihren Entscheidungen völlig unabhängig und sind darüber hinaus nicht verpflichtet, ein Gutachten abzugeben. Auf Verlangen der externen Gutachter müssen deren Gutachten bei der Preisverleihung öffentlich verlesen werden. Die Arbeit der Gutachter erfolgt ehrenamtlich.

7. Nichtvergabe des Günther-Obwegs-Preises

Sollten keine wissenschaftlichen Arbeiten eingereicht werden oder die eingereichten Arbeiten von der Jury oder der Bundesleitung für nicht preiswürdig erachtet werden, so wird die Vergabe des Günther-Obwegs-Preises um ein Jahr aufgeschoben.

8. Fassungen dieses Reglements / Vorrangregelung

Dieses Reglement wird in deutscher und italienischer Sprache verfasst. Im Falle eines Widerspruches zwischen der deutschen und der italienischen Fassung, haben die Bestimmungen der deutschen Fassung Vorrang.

9. Ausnahmefälle / Änderungen am Reglement

Die Bundesleitung des Südtiroler Schützenbundes hat das Recht, Fälle, die auftauchen, aber von diesem Reglement nach Inhalt und/oder Form nicht erfasst sind, zu regeln. Sie hat zudem das Recht, Änderungen am vorliegenden Reglement vorzunehmen sowie Ausnahmen in besonderen und begründeten Fällen zu gestatten. Über alle auftauchenden und nach diesem Reglement nicht zu klärenden Sachverhalte entscheidet die Bundesleitung.

Regulations

1. Awarding of the Günther-Obwegs-Award

1.1 Periodically, and for the first time in 2015, the „Südtiroler Schützenbund“ will honour the best work which deals with questions concerning the future of South Tyrol with the „Günther-Obwegs-Award“.

1.2 In the context of the „Bundesversammlung“ of the „Südtiroler Schützenbund“ the Günther-Obwegs-Award will be awarded by the „Landeskommandant“. The „Bundesleitung“ will decide on the awarding, based on the recommendation of a jury. Deviations from jury‘s recommendation have to be justified. The decision on the awarding is final. Any recourse to courts of law is excluded.

2. Requirements

2.1 Scientific works, which deal with questions concerning the future of South Tyrol, can be honoured with the „Günther-Obwegs-Award“. The Südtiroler Schützenbund desires that works would cover impacts which would arise in the case of South Tyrol’s separation from Italy. A brochure with possible issues is provided. Works on other topics are also very welcome.

2.2 Both single person works and joint works can be submitted. In case of joint work, the Günther-Obwegs-Award will be awarded to the author mainly responsible.

3. Endowment of the Günther-Obwegs-Award

3.1 The Günther-Obwegs-Award comprises a certificate and Award money up to 5,000,00 Euros. The „Bundesleitung“ will decide on the definite amount of the Award money, after having heard the jury.

3.2 In exceptional cases the Günther-Obwegs-Award can be awarded to more than one work.

4. Prerequisites for attending

4.1 Each scientific work that will be submitted in the office of the “Südtioler Schützenbund” (Bundeskanzlei des Südtiroler Schützenbundes, Innsbrucker street 29, 39100 Bozen) for the attention of the „Landeskommandant “ until 31st of January of any given year, can be nominated for the Günther-Obwegs-Award of the same year. Following must be attached:

(a) a printed version of the work;

(b) an electronic version (PDF file) of the work (via email: info@schuetzen.com);

(c) curriculum vitae of the author (in case of joint work: curricula vitae of all authors with evidence of the author mainly responsible)

(d) a signed formula of the decleration on privacy policy (available here: Günther-Obwegs-Award)

4.2 These scientific works have to be written in German, Italian or English.

4.3 Works once submitted can’t be resubmitted.

5. Jury

5.1 The jury’s members are renowned personalities of academic and public life. They are nominated by the „Bundesleitung“ of the „Südtiroler Schützenbund“, one position is reserved for a member of the family Obwegs. The committee consists of at least five members, a maximum is not provided. Chairperson is the „Landeskommandant“ of the „Südtiroler Schützenbund”.

5.2 Meetings will be convened by the chairperson.

5.3 Members of the jury are not bound to instructions and free concerning their decisions.

5.3 Briefing of the jury will be presented by the chairperson or a delegated person. Meetings are not public. With the consent of the chairperson, guests can participate. All attendees are obliged to maintain silence about procedures and contents of the meetings.

5.4 The jury has a quorum if at least three members and the chairperson attend the decision-making meeting. Each member has a vote. Those members who are prevented from the meeting for any reasons have the right to give their vote to the chairman before the meeting. The jury decides by simple majority vote. In case of equality of votes the chairperson decides. The jury is not obliged to give a recommendation to the „Bundesleitung“. This recommendation must be justified in written form.

5.5 The work of the members is voluntary. Travel and accommodation expenses will be reimbursed.

5.6 Members of the jury can only be nominated and discharged by the „Bundesleitung“ of the „Südtiroler Schützenbund“.

6. External Experts

The “Bundesleitung” of the “Südtiroler Schützenbund” can also appoint external experts who are not part of the jury and who can give their expert opinion concerning them presented individual papers. The jury is not bound by these reports and stays free. The external experts are completely independent and free concerning their decisions as well as they are not obliged to give any report. Upon request of the external experts their reports must be read in public during the award ceremony. Their reports are voluntary works.

7. Non-award of the Günther-Obwegs-Award

If no scientific works will be submitted or those who are submitted will not be seen as worth of an award by the jury or „Bundesleitung“, the awarding will be postponed until the next year.

8. Versions of the regulations / priority rule

This regulation will be written in German and Italian. In case of contradiction between the German and Italian version, the regulations of the German version take priority.

9. Exeptional cases / modification of the regulations

The “Bundesleitung” of the „Südtiroler Schützenbund“ has the right to adjust cases which appear but cannot be found in these regulations nor concerning content nor formally. They have the right to make modifications of the current regulations and to allow exceptions, if these cases are justified and special. The “Bundesleitung” decides on issues which arise and which can’t be resolved following these regulations.

Regolamento

1. Conferimento del Premio Günther Obwegs

1.1 Il Südtiroler Schützenbund conferisce, a intervalli regolari e per la prima volta nel 2015, il Premio Günther Obwegs per relazioni di carattere scientifico incentrate su temi che riguardano il futuro del Sudtirolo.

1.2 Il Premio Günther Obwegs sarà conferito nell’ambito dell’assemblea generale (Bundesversammlung) del Südtiroler Schützenbund dal Landeskommandant. Sul conferimento del Premio Günther Obwegs decide la Bundesleitung previa raccomandazione del comitato scientifico. Una decisione difforme dalla raccomandazione del comitato scientifico dovrà essere motivata dalla Bundesleitung. La decisione della Bundesleitung è definitiva. È escluso il ricorso a vie legali.

2. Condizioni per il conferimento

2.1 Possono ricevere il Premio Günther Obwegs le relazioni di carattere scientifico incentrate su temi riguardanti il futuro del Sudtirolo. In particolare, per il Südtiroler Schützenbund sarebbero di particolare interesse le relazioni che affrontano il tema di un’eventuale secessione del Sudtirolo dall’Italia e delle conseguenze che questa comporterebbe. Il Südtiroler Schützenbund metterà a disposizione un opuscolo in merito. Saranno comunque ben accetti anche altri lavori che trattano temi diversi da quello della secessione.

2.2 Possono essere presentati sia lavori singoli sia di gruppo. In quest’ultimo caso il Premio Günther Obwegs sarà conferito all’autore principale del gruppo.

3. Dotazione del Premio Günther Obwegs

3.1 Il Premio Günther Obwegs consiste in una pergamena e un premio in denaro fino a EUR 5.000,00. La decisione sull’entità del premio in denaro spetta alla Bundesleitung previa consultazione con il comitato scientifico.

3.2 In casi eccezionali, il Premio Günther Obwegs può essere conferito a più relazioni di carattere scientifico.

4. Condizioni per la Partecipazione

4.1 Potranno partecipare al Premio Günther Obwegs tutte le relazioni a carattere scientifico presentate entro il 31 gennaio di ciascun anno presso il Bundesbüro del Südtiroler Schützenbund, Via Innsbruck 29, 39100 Bozen, all’attenzione del Landeskommandant del Südtiroler Schützenbund. Vanno inoltre inclusi:

(a) una copia cartacea della relazione;

(b) una copia elettronica della relazione (formato PDF) (da inviarsi per e-mail all’indirizzo info@schuetzen.com);

(c) il curriculum dell’autore (in caso di lavori di gruppo: i curricula di tutti gli autori con indicazione dell’autore principale);

(d) una dichiarazione privacy, firmata da tutti gli autori (disponibile sul sito Premio Günther Obwegs).

4.2 Le relazioni potranno essere redatte in lingua tedesca, italiana o inglese.

4.3 Una relazione che è stata presentata una volta non potrà essere ripresentata.

5. Comitato scientifico

5.1 Il comitato scientifico è composto di esponenti del mondo accademico e pubblico nominati dalla Bundesleitung del Südtiroler Schützenbund; un posto del comitato scientifico è riservato per i membri della famiglia Obwegs. Il comitato scientifico consta di almeno cinque persone. Non è previsto un limite massimo. Presidente di diritto del comitato scientifico è il Landeskommandant del Südtiroler Schützenbund in carica.

5.2 Le riunioni del comitato scientifico saranno convocate dal Landeskommandant.

5.3 I membri del comitato scientifico hanno autonomia decisionale e non sono subordinati a disposizioni.

5.3 Le consultazioni del comitato scientifico sono moderate dal Landeskommandant o da una persona incaricata da quest’ultimo. Le riunioni non sono pubbliche. Possono partecipare degli ospiti previo consenso del Landeskommandant. Tutti i partecipanti alle riunioni del comitato scientifico sono obbligati a mantenere il silenzio sulle modalità e i contenuti delle riunioni stesse.

5.4 Il comitato scientifico è in numero legale se sono presenti alla riunione almeno tre membri nonché il Landeskommandant. Ogni membro esprime un voto. I membri impossibilitati a partecipare ad una riunione possono comunicare al Landeskommandant il loro voto per iscritto. Il comitato scientifico delibera a maggioranza semplice. In caso di parità dei voti è decisivo il voto del Landeskommandant. Il comitato scientifico non è tenuto a comunicare raccomandazioni alla Bundesleitung. Una eventuale raccomandazione del comitato scientifico va motivata per iscritto.

5.5 Il lavoro del comitato scientifico non è remunerato. Sono comunque rimborsate le spese di viaggio e di alloggio.

5.6 I membri del comitato scientifico possono essere nominati e licenziati esclusivamente dalla Bundesleitung.

6. Consulenti esterni

La Bundesleitung del Südtiroler Schützenbundes potrà inoltre nominare consulenti esterni, che non sono parte del comitato scientifico e che si potranno esprimere su singole relazioni a loro sottoposte. I pareri dei consulenti esterni non sono vincolanti per il comitato scientifico. I consulenti esterni hanno autonomia decisionale e non sono subordinati a disposizioni. Inoltre, i consulenti esterni non sono obbligati a rendere un parere. Su richiesta die consulenti esterni i relativi pareri dovranno essere resi pubblici durante la cerimonia per l’assegnazione del premio. Il lavoro dei consulenti esterni non è remunerato.

7. Mancato conferimento del Premio Günther Obwegs

Nel caso in cui non sia presentata alcuna relazione, o qualora le relazioni presentate non siano ritenute meritevoli di premiazione dal comitato scientifico o della Bundesleitung, il conferimento del Premio Günther Obwegs è rinviato all’anno successivo.

8. Versioni del presente regolamento / Lingua

Questo regolamento è redatto in lingua tedesca e italiana. In caso di contraddizioni tra la versione in lingua italiana e quella in lingua tedesca hanno la precedenza le indicazioni contenute nella versione tedesca.

9. Casi eccezionali / Modifiche al regolamento

La Bundesleitung del Südtiroler Schützenbund ha diritto a disciplinare tutti i casi non contemplati dal presente regolamento a livello di contenuto o di forma. La Bundesleitung ha inoltre diritto ad apportare modifiche al presente regolamento nonché a fare eccezioni in particolari casi motivati. La Bundesleitung ha autorità decisionale in merito a tutti i chiarimenti eventualmente necessari, laddove ciò non sia possibile in base al presente regolamento.
